Provisional Resident Permit – Friendly Nations Visa (PPT-PE)
What is it?
This permit allows citizens of certain countries that have friendly, professional, economic, or investment relations with Panama to apply for residency. The first step is a Provisional Residence Permit for 2 years, after which you may qualify for permanent residency.


General Requirements
To apply, you need:
- A notarized Power of Attorney and Application (must include your parents’ names and nationalities).
- 3 passport-sized photos.
- Certified copy of your passport (notarized or authenticated).
- Police Criminal Record Certificate from your country.
- Health Certificate issued in Panama.
- Certified check for $250 (payable to the National Treasury).
- Certified check for $800 (payable to the National Migration Service).
- Sworn Affidavit of Personal Background form.
Ways to Qualify To the Friendly Nations Visa
1. Employment in Panama
- Job offer letter on company letterhead, signed by the company’s legal representative (must state position, salary, and repatriation guarantee).
- Public Registry Certificate of the Panamanian company.
- Copy of the company’s Operating Notice (or legal justification if not required by law).
- Copy of the work permit application submitted to MITRADEL (Ministry of Labor).
- Real Estate Investment
- Public Registry Certificate proving you own property in Panama worth at least $200,000.
- The property can be in your personal name, under a company where you are the final beneficiary, or through a private foundation where you are founder and final beneficiary.
- The purchase may be financed by a local bank.
Fixed-Term Bank Deposit
Certificate from a Panamanian bank confirming a fixed-term deposit of at least $200,000, free of liens, for a minimum of 3 years.
- The deposit can be in your name, under a company where you are the final beneficiary, or through a private foundation.
For Dependents (Spouse, Children, etc.)
You must also provide:
- A Letter of Responsibility from the main applicant.
- Proof of relationship: marriage certificate for spouse, birth certificate for children, or court documents for custody/guardianship.
Additional Requirements for Dependents (Ages 18–25)
If the dependent is over 18 but under 25 years old, they must provide:
- School/University Certificate proving they are a full-time, regular student.
- Sworn Declaration of Single Status (not married).
Proof of Economic Solvency (Financial Means)
The main resident must also prove sufficient income to support themselves and their dependents. This can be shown in one of the following ways:
- Tax return with proof of payment (Paz y Salvo), showing a minimum income of $1,000 per month, plus an additional $100 per month for each dependent.
- Employment letter with recent payslips or Social Security contribution form, along with a valid work permit.
Permanent Resident Permit – Friendly Nations Visa (PPP-PE)
After completing the 2-year Provisional Residency, you may apply for Permanent Residency.
To apply:
- You must present the same requirements as before, except:
- No Criminal Record Certificate is required.
- No certified check payment is required.
Legal Basis
This residency category is established under:
- Constitution of the Republic of Panama
- Executive Decree 226 (July 20, 2021)
- Decree Law 3 (February 22, 2008), regulated by Executive Decree 320 (August 8, 2008)
- Law 5 of 2007
- Law 38 of 2000
This completes both Provisional (2-year) and Permanent residency requirements under the Friendly Nations Visa.

1. Employment in Panama

2. Real Estate Investment
• Public Registry Certificate proving ownership of property worth min. $200,000
• Ownership may be personal, via company, or private foundation
• May be financed by local bank
3. Fixed-Term Bank Deposit
• Bank certificate confirming $200,000 deposit for 3 years, lien-free
• Deposit may be personal, via company, or private foundation
Dependents
• Letter of Responsibility (from main applicant)
• Proof of relationship (marriage/birth/custody certificate)
If dependent is 18–25 years old:
• Proof of full-time student status
• Sworn Declaration of Single Status
Proof of Economic Solvency
• Tax return + proof of payment (min. $1,000/month + $100 per dependent)
• OR Employment letter + payslips/Social Security + valid work permit
Permanent Residency (After 2 Years)
• Submit same documents again, except:
• - No Criminal Record Certificate
• - No certified checks

Friendly Nations Visa in Panama
Currently, more than 50 countries have agreements with Panama that allow their citizens to apply for the Friendly Nations Visa.
This visa grants a two-year temporary residency, which can later be converted into permanent residency.
